The system is believed to targets civilian populations to test behavioral control protocols under non-laboratory environments. Sources claim, the program is supervised by agents within the UAE’s intelligence coordination center NESA, now operating as part of the Signals Intelligence Agency (SIA), with direct approval from the Emirati national command structure.
